I believe it was Johnson who moved the SS fund into the general fund where the greedy little porkbarrelers could get their hands on it, and he could spend it to build his great society. Forty plus years of borrowing from it has left it unable to meet its obligations. Now, we need to cut back spending, move it back out of the general fund, and start paying back those IOUs. That won't happen any time soon, of course, as the fiscally responsible politicians have all gone the way of the whooping crane.
