The big bill that WI Senate Democrats fled the state to disrupt, had both spending items that specified how much various union workers would be paid, what pensions etc.; and also non-spending items like whether govt-employee unions would have the power to collectively bargain for pensions and benefits as well as wages.

Wisconsin law says that a quorum must be present in the Senate, for anybody to pass bills that do any spending. Democrats fled to prevent any voting on that big bill. They have said all along that they really object to the collective-bargaining provisions.

With the Democrats missing, Republicans stripped out all the spending parts of the bill, leaving just the collective bargaining parts. And then passed it out of committee and the full Senate voted on it a few minutes ago. It passed, 18-1.

Now they have to reconcile it with the (Republican-majority) Wisconsin Assembly. Shouldn't take long.

Tough titty, Demmies. You could have come back any time in the last two weeks. But you didn't, and now it's done.

Elections have consequences. And "we won".

Wis. GOP bypassing Dems on collective bargaining

MADISON, Wis. (AP) -- Republicans in the Wisconsin Senate have voted to strip nearly all collective bargaining rights from public workers after discovering a way to bypass the chamber's missing Democrats.

All 14 Senate Democrats fled to Illinois nearly three weeks ago, preventing the chamber from having enough members present to consider Gov. Scott Walker's so-called "budget repair bill" - a proposal introduced to plug a $137 million budget shortfall.

The Senate requires a quorum to take up any measures that spend money. But Republicans on Wednesday split from the legislation the proposal to curtail union rights, and a special conference committee of state lawmakers approved that bill a short time later.

The move set up a vote in the Senate, which voted mere moments later.

I wonder if the donkeys have turned blue holding their breath ? Glad this is resolved. Now they can sit out long enough to shut down Wisconsin like their kin in DC are planning for.

Typical Republicans...Claim that its all about Finances...then take all the finances out of the bill and just simply attack the Working class workers. And of course doing so in a way that is very possibly an Illegal vote.

The clerk said it was done properly. If democrats wanted to have input on the bill the first step should have been not fleeing the state.

ummm yea had they not fled the state what say did they have? Walker and the Republicans made it clear they had no say at all..only time they had any was when they left the state...Again more Republican no compromise Bull.

And well if the clerk says so, it must be true...

I have been told, and it would make sense ..that all conference committee votes require at least 24 hours notice...State Dems got 2 hours notice..Rep. Barca gave notice of this law before the vote...the voted anyway.

if you think this is legal, then that means if the Dems decided one day to just pass a bill at 4am, and give 10 min notice of the vote...then have it...and it passed ( odd given that no one else knew to be there) it would mean its law now. So long as it was not financial thus don't need to have x amount of people there to vote.

This is pure Bull, walker claimed this was about the Financial state of WI...( while he cut taxes for rich) and then they pass this...with none of the Financial parts in the bill...WHo Democrats and the Unions had agreed to take all cuts for already.

I find it harder and harder to respect anyone in this worthless Republican party anymore.

The choice they had was to stay and negotiate. I didn't see republicans fleeing states or refusing to be present when they were in the minority... As president Obama had stated, elections have consequences.

It is a simple issue. Can the state afford it or not. The answer is no. As for the workers, they are just being put on the same level with federal employees, what is the problem with that?

Yes it is bull. Bull that never needed to happen if the democratic congressmen had actually shown up to work. They brought it on themselves.

How about they all go back to work and put the exact same bill up for a vote today. Guess what? The results will be the same this time without the bull.

By the way, this bull, is less bullish than what went into passing obamacare. Did you complain about that?

Ummm I am not the only one saying this may have been done illegally, and those who have said it, know more about it then you or me and very likely the clerk as well.
Also I don't know what part of the Republicans did not offer any debate on this issue...Had they not fled the state it would have passed with no say whatsoever from the dems, thats why they left...

And the "state cant afford it" stuff is pure bull...they just haded out tax breaks..that where not paid for...but I guess that could be afforded? And all of the financial parts of this bill...where agreed on already by the unions and Dems....Those where all stripped from the bill.

yes maybe in your dream world it was the same...the Dems owned all 3 branches...and Debated health care for months and months. The fact that republicans idea of compromise is...pass there health care plan or nothing....is not my fault. The dems showed very willing to negotiate on this...But republicans said no to debate, no to any time at all to look at it, and no to any compromise.

Why was there no time? simple the people vastly supported the Dems Side.
Also they did not have to lie and make up **** like death panals to scare support up.

This latest episisode is just ANOTHER example of democrats' contempt for democracy and its processes. That schiller asshole from NPR gave one of clearest versions of how they view society: that the influence of "non-intellectuals" and their votes is the problem, that a bunch of elitist shiits who graduated from harvard, most of whom ironically don't have any intellect, should run society by fiat. Hence their power-grabbing appointees to such as the EPA, their appointments of statist lawless judges, obozo's famous contempt for the US constitution, the midnight closed meetings which created obozocare the runaway wisconsin legistlators, etc etc etc.

Americans voted the Dems in to the white house, house, senate...all talking about health care reform..Republicans offered nothing...and they got what they offered (actuly they got alot but they where given away from the start)

And Democrats where elected to office as well...To Protect Union Rights, and jobs and all that...They did what Dems wanted to do by making the Republicans actually have to stand up in front of the people and expalin there bill before they passed it...and polls showed over 60% backing the Dems....

Republicans Lied to the voters about what they would do, and lied about the intent of the bill, lied about the Budget, and refused to talk or negotiate...And used what may a Illegal vote to bypass actually having to compromise even a bit..

WI Voters did not vote for this, David Koch and his freinds did.
