Will the Texas National Guard have to be sent into FBI offices because of their unwillingness to cooperate on Biden's mishandling of documents?

It seems some politicians commit gross violations of laws concerning the mishandling of classified government documents and then escape all consequences for doing so. Do investigators have the right to determine motives in cases like this and either file charges or dismiss them as they see fit? What about equal justice under the law and laws requiring judges and juries, not FBI officials, to determine motives and guilt or innocence?
