The one group of major western European powers that has had the least success in making it big elsewhere in the world besides their original ancestral homeland, in my opinion is the French.
Outside of France, the French have a pretty much nil existence outside of the Multicultural USA, and even within the USA... it isn't a whole lot.
The English originally had the USA before the immigration flood making it truly Multicultural.
The English have Canada, still.
The Irish and Scots have Australia and New Zealand.
The Portuguese have Brazil.
I'd like to see the French have something too.
But to qualify as having something...
That country needs to :
1. Be Independent of its homeland, as a separate, sovereign nation.
2. Have more people than the State of New York... and possibly, more people than their Ancestral homeland has.
3. Have a Multi Trillion Dollar Economy
4. Do most of its willful trade for civilian goods, with France.
5. Maintain its French Heritage
6. Adopt American military technology along with the rest of the first world outside of Europe.
7. Have its people do better for their standard of living, and Per Capita Income than exists in the Ancestral Homeland.
8. Show the world that France's bad luck as more to do with the attitude of their homeland, than their biological lineage.
9. Make more friends, than what their Ancestral Homeland has.
10. Leave Europe behind, and conquer their environment.
Then the French can say they have an Answer to the USA, Canada, Australia, New Zealand...
That France, finally has a star somewhere... a true diaspora.... and more worldwide influence than just their Ancestral homeland's influential power.
