It is impossible to enforce such a test and I'm entirely against it.

Let the people determine with their votes democratically.

Too many variables involved here. What test? How is it applied? You take it as a condition of being on the ballot? That is at the state and local level.

Regarding federal offices it would be unconstitutional and would require an amendment something impossible to do.

Here is an idea. Simply do not support candidates who are that old or have competency issues.
