The Bible clearly states that Adam and Eve should "be fruitful and multiply". Abraham was promised "as many descendants as there are stars in the sky."
That sounds like over population to me. Presumably, God, being omniscient and all, knows how many stars that would be.
Eugenicists wanted to improve the human race by encouraging the healthiest citizens to reproduce prolifically and to prevent people with any sort of physical or mental defect from reproducing at all. It was pretty much identical to the way the American Kennel Club works, but with humans, rather than Corgis, Chihuahuas and Schnauzers.
Hitler advocated eugenics. The movement seems to have developed in the US. Of course, Hitler did not know diddly-squat about actual genetics, he wanted Germans to be tall, blonde and blue eyed, and German women to grind out huge families of perfectly superior Aryan children. This was way before DNA.
No one on the left supports human eugenics these days. The debate now is about whether genetic diseases (Tay Sachs, Sickle Cell Anemia, Huntington's Chorea) should be dealt with by altering the genes that cause these illnesses.
