no because he didnt. at most he mentioned the headwind of the dot com bust but well after the fact.
lots of people did hurl those but Bush had enough leadership in him to know better.

It should be easy enough to find a direct quote by Bush, being most search engines lean left, but I can't find one. Bush did blame "prior" administrations, but that included his Dad's and Reagan's.

"They looked at our response after the hostage crisis in Iran, the bombings of the Marine barracks in Lebanon, the first World Trade Center attack, the killing of American soldiers in Somalia, the destruction of two U.S. embassies in Africa, and the attack on the USS Cole. They concluded that free societies lacked the courage and character to defend themselves against a determined enemy…"

Of course most of those were on Clinton's watch, but he doesn't say Clinton.
