"Firefighters in Howard County will no longer face disciplinary action for their off-duty use of medical cannabis.

County officials and representatives of the firefighters union reached an agreement in December on a revised countywide substance abuse policy. The new policy takes effect on January 31.

Under the revised policy, county firefighters must report their patient status with Human Resources, and they must refrain from using cannabis within 12 hours of reporting for duty. NORML worked with union members for nearly two years to assist them in securing the revisions."

"The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has published a proposed rule in the Federal Register revising longstanding policy prohibiting the possession of a firearm by anyone with a past history of marijuana or other illicit drug use.

Under the
proposed change, which is subject to public comments, any use of cannabis would no longer be defined per se as a violation of federal gun laws. Rather, the new rule would require evidence of either “compulsive” or “regular” drug use over “an extended period of time continuing into the present, without a lawful prescription or in a manner substantially different from that prescribed by a licensed physician.”

For
decades, the U.S. government has held that the 1968 federal law prohibiting the possession or sale of a firearm to an unlawful user of a federally controlled substance should be applied broadly to criminalize gun owners with any history of marijuana use."

"Representatives of the State Ballot Law Commission are allowing an anti-marijuana initiative effort to move forward despite claims that signature gatherers misled some voters into signing the petition.

Last week, commissioners
dismissed the complaint, finding that there was insufficient evidence to substantiate widespread fraud. To prevail in the case, proponents needed to establish that nearly 4,000 voters had been misled to sign the petition."
