I used to run into this, when doing mechanical failure-analysis, during the early days of disk-drive development (back, when disks were a little larger than vinyl LPs). . Companies start-OUT using top-quality parts, for first-generation assemblies....and, eventually, start looking for cheaper vendors for cheaper parts. . When I started noticing noisy-bearings in 6-disk drives....and, requested a bearings-change....that never seemed to make a difference....I eventually found-out bearings were being replaced with (already) rejected bearings....just to keep manufacturing rolling-along....'cause there was NO WAY that department's manager was about to actually SCRAP those rejected-bearings....and, threaten his bonus FOR MAKING SCHEDULE!!!! .
