Thanks for this. I think it is fair to add this part too:

A few points:
1. Was he demoted then? If so that is a bigger story.
2. I am not sure how big a difference is between the two ranks. Are they just different or is one significantly higher than the other one?
And my personal question is this: has the governor admitted now that this was inaccurate or has he double downed and has repeated this inaccuracy again and again and still does?
You need to do your own homework.
He was promoted for the combat mission. Because he did not complete the training for the mission and did not go to Iraq he did not maintain that rank when he retired. Nobody knows and few care what the difference is but the fact he lied repeatedly about this says something about him.
He knows damn well what rank he retired at because it effects his pension.
