This time it reported that more than 440,000 mail ballots in Pennsylvania “went missing or undeliverable,” a state in which Joe Biden won by a certified margin of just 80,555 votes. In a statement that accompanied the release of the report, PILF wrote:

“The 2020 General Election set a record in Pennsylvania for rejected mail ballots by election officials. Also, the state lost track of more ballots than the difference in votes between Trump and Biden.”

A total of 3.1 million ballots were mailed to Pennsylvania voters in 2020. Of these, what happened to 425,605 of the mail ballots is “unknown.” In addition, 15,715 were determined to be “undeliverable,” while 34,171 mail ballots returned by voters were rejected by election officials.

The Public Interest Legal Foundation is a right-of-center group founded by former U.S. Department of Justice attorney J. Christian Adams that litigates and publishes reports to raise awareness about what it considers to be threats to election integrity. 1 2

The group has pushed local jurisdictions to clean up their voter registration rolls to remove the deceased, non-citizens, and others. 3 The group had to correct its data after a defamation lawsuit challenged one of its report about Virginia registered voters. 4

In the video, vote totals for Pennsylvania displayed on screen by CNN can be seen going up for Biden by 19,958 as they go down for Trump by that same amount.

But the error was actually a simple mistake by a research firm that gathers results data for CNN and others; it wasn’t a change in the reporting by election officials. Four congressional Democrats sent a letter to the owners of Dominion Voting Systems and cited several problems that “threaten the integrity of our elections,” including “vote switching.”

In a December 2019 letter to Dominion Voting Systems, which has been mired in controversy after a human error involving its machines in Antrim County, Michigan, resulted in incorrect counts, Democratic Sens. Elizabeth Warren, Ron Wyden, and Amy Klobuchar and congressman Mark Pocan warned about reports of machines “switching votes,” “undisclosed vulnerabilities,” and “improbable” results that “threaten the integrity of our elections.”
