In order to verify that every ballot cast was legitimate the names and addresses on each ballot would have to be verified. Was the voter alive when the vote was cast. Is the address legitimate? Was the voter allowed to use that address to vote? Were the signatures verified or where they rubber-stamped by political operatives without questioning apparent mismatches? Did the voter vote more than once? Did the voter vote in other states as well? Was every name on a cast ballot confirmed to be legitimately in the US?
