"Legislation (HB 46) has been advanced to the Governor’s desk expanding the pool of patients eligible to participate in the Texas Compassionate Use Program.

Provisions in the bill open the program to those suffering from chronic pain, among other newly eligible conditions. It also expands the variety of cannabis formulations that may be possessed by patients and significantly increases the total number of state-licensed dispensaries that can operate in the state.

Under the proposed rules, patients are permitted to vaporize but not smoke cannabis. Medical cannabis products may not exceed 10 mgs of THC per dosing unit.

If signed by Republican Gov. Greg Abbott, changes to the program will take effect on September 1, 2025."

Assembly Votes To Halt Impending Tax Hike On Commercially Available
Cannabis Products

"Members of the state assembly voted 74 to zero on Monday in favor of AB 564, which halts a pending excise tax hike on commercially available cannabis products. The measure now goes to the Senate for further consideration. Advocates are hopeful that lawmakers will separately address the issue in this year’s state budget.

As introduced, the bill repealed plans to increase the excise tax on cannabis products from 15 percent to 19 percent. As amended and passed by the assembly, the measure delays implementation of the tax increase until 2030."

"An estimated seven percent of U.S. adults ages 65 and older acknowledge having consumed cannabis within the past month, according to data published yesterday in the journal JAMA Internal Medicine.

Investigators reported that those with higher incomes and those seniors suffering from chronic health conditions were most likely to report current cannabis use.

The study’s findings are consistent with data provided by AARP and others finding that a growing percentage of older adults are turning to cannabis, often for therapeutic purposes."

"Taxes derived from the licensed sale of state-regulated adult-use cannabis products totaled more than $4.4 billion in 2024 – the highest total ever recorded in a single year, according to an analysis provided by the Marijuana Policy Project.

Cannabis sales generated the greatest amount of tax revenue in California (over $1 billion), followed by Illinois ($578 million), Michigan ($524 million), and Washington ($516 million).

Since 2014, when Colorado and Washington became the first two states to regulate the adult-use cannabis market, states have generated a combined total of more than $24.7 Billion in tax revenue from the sale of marijuana products."

"Minnesota awarded 249 recreational marijuana business licenses during a Thursday lottery held roughly two years after the state legalized adult use.

The state Office of Cannabis Management (OCM) selected the winners from a pool of 776 qualified social equity applicants for capped-license types, including cultivator, manufacturer, retailer and mezzobusiness, according to the Minnesota Star Tribune.

“This is an exciting day for business owners preparing to establish themselves in the state’s new adult-use cannabis market,” OCM Interim Director Eric Taubel said in a statement.

“We’re setting a strong foundation for an equitable and safe adult-use cannabis market that will mature over the next few years.”

"Under the proposal, which now awaits final approval from Democratic Gov. Tim Walz, consumers will pay a 15 percent special sales tax on retail cannabis purchases. That will be in addition to the existing 6.875 percent state sales tax.

The bill also repeals existing language requiring the state to share 20 percent of cannabis tax revenue with local governments."
