That is because when people move out of one district into another district, their names must be removed from the district voting roll they moved from to ensure they do not vote twice, thus effectively stealing someone else's vote with their 'error.' Thousands of votes were cast by crooks in the names of dead voters in 2020 whose names were still on voting rolls.
