The president does not have the power to lower drug prices for people that are not receiving Medicare or Medicaid. Congress would have to pass a law for the government to lower the price of insulin or other drugs.

You cannot blame Biden for failing to do what he does not have the power to do. Wait and see whether Trump lowers drug prices. He promised to do so and did zilch.
