Indeed, James Madison wrote that our Constitution requires “sufficient virtue among men for self-government,” otherwise, “nothing less than the chains of despotism can restrain them from destroying and devouring one another.”2

I think he basically referred it requires people of morality and ethics to defend the beliefs our fore fathers deemed necessary for our system to work and defend our system . Our nation will always be under attack from those in the world who hate us and those with in our own nation who hate the nation.
No system of beliefs be they religious or politician etc. have value unless those who live within it have values and ethics and morals .
 
sure, virtue is a most useful aspect for having a virtuous country :)

fortunately you can have virtue without having religion, since religion has been shown over and over to be a problem for a moral country.
