Liberals (in both parties) have this strange habit of deciding they will increase spending next year, and then calling it a "spending cut" because the increase isn't quite as big as they expected. It's a feat of doublespeak that Orwell would admire.
Are they going to do that again in these talks on avoiding the "Fiscal Cliff"?
