Most jihadis are brainwashed into believing lies.

One solution to this would be by using the same tactics. Pay some "lukewarm" religious leaders or even charlatans who aren't even Muslims to dilute the jihadist propaganda. It's something that will take a long time but there's much this sort of thing could achieve.
That might work, but it would take a long time. Maybe there's some way to convince them that their 12th. Imam is here and wants them to make peace with their neighbors.

It's worth a try. The war on terror hasn't worked so well, maybe a little subterfuge to take advantage of their belief system might.

To summarize: They're basically taking over the country through murder and extortion, in other words, terror. They have cells in the United States and elsewhere, just like ISIS does. Their game is power through intimidation. While not using religion to justify their evil goals, they nevertheless use the same tactics and the same goal: power.
