As far as "prohibition" goes, I neither favor nor disfavor it. Past history is past. How it was enacted, how it was enforced, why it was enacted or the way it was enacted/enforced is whole other matter.

Not legalizing an addictive substance is NOT "prohibition". In the same way we don't "legalize" explosives, poisons, etc.
 
I think that marijuana can be habit-forming, like eating the same thing for breakfast each day, or saying a prayer to start one's day, or having a lucky charm. Of course, habits can become physical ravings for some people. But I don't think pot is causes a physical dependence as do nicotine, alcohol, or opiates.

Sinners may enjoy substance abuse, but substance abuse does damage to societies.
