When I've seen it used, it's not saying "there's always some law that you can find someone guilty of," it's saying "grand juries will do whatever a prosecutor wants them to" (instead of making independent decisions, they'll indict anyone for anything if the prosecutor wants them to do that). I read the question as saying that there's some charge you can hang on anyone; this phrase says you can get a grand jury to hang any charge on anyone.

There is a pivotal issue involved in Grand Juries: They get zero input from the other side. If you have a debate and the other side is represented by an empty chair, (or a ham sandwich) who would win? Prosecutors are lawyers; lawyers are advocates for one side and against the other side; truth and honesty, principles and righteousness doesn't escape lawyers, they avoid the existence of good verses bad. Some of us, indeed most can't live our lives that way and that's why lawyers marry lawyers and associate with lawyers. The unsaid truth is they are persona non grata in most of society. Blacks have been complaining for my entire lifetime about being discriminated against by the courts in our land. Me, and most other (northern, at least) whites have looked upon that with a jaundiced eye and a little doubt because blacks have needed to be in the court system more because they have a disproportionate percentage of criminals amongst them. They can piss & moan about why that is, but it most certainly is true. THEY need to fix THAT.

But, now that we whites can clearly see the whole of the 3-letter agencies and the entire Justice System operating in the court system of New York, Georgia & elsewhere, crucifying Trump with a justice not displayed since Christ, we all can see a clear-eyed system needs to replace what we have. I don't know the mechanics of that change, or it's particulars, but I'd like to hear the left, right & center contribute suggestions. Sky's the limit...
