That is stupid. You are floating the idea that no crime has been committed in a murder if the guilty person has not yet been proven guilty. The evidence showed voting fraud occurred just like a dead body will show a murder occurred if that is what happened. Prosecutors must investigate and present the evidence to a jury in order to convict, but not in order to prove a crime has been committed.
