And he did even more than that.
He has five witnesses to his signing a pre authorizing document so that whenever the prerequisite request for a President's authorization came from Pelosi or Bowser, the President's approval and authorization would not be delayed even a nano second.
Pres. Trump was trying to keep things legal, orderly and safe.
